I just did a test at tiddlywiki.com With plus button create a new tiddler with tick on the tiddler toolbar confirm changes. red button save the TW. -> Will download a new file. This is the only possibility with chrome. ** load the new file -> tiddler is there.
** If you open your browser settings: Advanced Settings: Download section: Alway ask ... should be checked.
