The bullets and such sort of work inside list widget, you just need to add
a newline:
<$list filter="[!tag[hidden]tag[contact]sort[]]">
* <$link to={{!!title}}><$view field="title"/></$link> <$view field="tags"/>
</$list>
The result has lines spaced wider, so if that bothers you, then yes, use
<li>.
