There is no such REST. Tiddlywiki is a single page offline application, how do you expect it to have a rest API?
Apart from that, I think you have asked for all the main tiddlywiki's shortcomings. There is no API list, you have to "dig" on the project's repo. You can check tiddlywiki.com/dev but it holds about half of the information.
