The Workflowy text export function is very close to what you need. It looks 
like this:

- This is a list item
- And another
  - #something
  - and more
  - and more
  - and more
- [COMPLETE] And an
- [COMPLETE] other
- 
- [COMPLETE] This is an outliner
- 

One could imagine a 20 line JavaScript macro that could convert that format 
into a TiddlyWiki asterisk-list
