The point is that the content of the plugged-out wiki does not crush the content of the plugged in wiki. The SiteTitle actually is the default for the plugin Description. I added http://tiddlywiki.howwownow.com/pluggedin.html (with a website inside as plugged in) to show how it works, and http://tiddlywiki.howwownow.com/empty.html and http://tiddlywiki.howwownow.com/pluggedout.html (with the AsPlugout plugin) to play with.
