I think in this cane you need to use a set widget and macro instead of just
a macro. Like this:
\define taglinks()
<a href="./folder/$(transcludy)$.html"><$view tiddler="$:/SiteTitle"
filed="text"/></a>
\end
<$set name=transcludy value={{$:/SiteTitle}}>
<<taglinks>>
</$set>
