As for me, system tags should not be displayed in the main view-template 
but only in the info tab. Being mostly about content, the TiddlyWiki should 
not expose these ui / design / setup features as if content.

Sure, the idea is that if you used a system tag once, chances are you may 
want to use it twice. Also, they only show below any standard tags.

Unfortunately, that stuff is buried somewhat deep in 
$:/core/ui/EditTemplate/tags 
<http://tiddlywiki.com/#%24%3A%2Fcore%2Fui%2FEditTemplate%2Ftags> and 
unless this is really very important to you, I'd rather advise you 
to not fiddle with templates like that ...and risk not getting core updates 
on this component in a later release.

what filter should I use to just get normal tags?


The same, while adding: !is[system]
