I went to an open street nap conference in Manchester a few years ago. One speaker (William Cartwright) talked about naive Australians and how the process of mapping turnabout to be culturally specific. In other words there are many ways of mapping things and the method where there is a linear scale linked to measurements on the earth is just one.
I would suggest abandoning traditional methods mapping the city, use tw and tiddlynap to map nodes on narratives onto key points in the city. The city and hypertext, psychogeography, affective mapping, William Cartwright, Guy deBord: these are search words which could help inform a design of a tw based map of a city... I just wouldn't get over concerned with layering nodes over a conventional city map and the technicalities of visualising an interface... Not sure if this helps at all...
