It is almost certainly possible. Making a plugin that lets you create pdfs in tiddlywiki has been on my to-do list for a long time now for the resume edition but I doubt I will get to it any time soon. The jsPdf library was the most appropriate library I had looked at but I haven't had a chance to try integrating it with tiddlywiki yet.
All I can say without looking at the library more is that a making a plugin is probably the best approach.
