Putting the following code into a tiddler and clicking the resulting button
refreshed the contents. Is there just no refresh button in the template
once the library has been loaded once?
<$button class="tc-btn-big-green">
<$action-sendmessage $message="tm-load-plugin-library"
url={{$:/pluginlibrary/mklauber/MyPlugins!!url}}
infoTitlePrefix="$:/temp/RemoteAssetInfo/"/>
{{$:/core/images/chevron-right}}
{{$:/language/ControlPanel/Plugins/OpenPluginLibrary}}
</$button>
