The browser navigates through history (i.e. the tiddlers you've actually visited), whereas tm-navigate-prev/next navigate through the open tiddlers (in the order in which the appear in the river). The idea is that you open a predefined list of tiddlers (as in the "default tiddlers" displayed on startup) and then navigate between them in a pre-defined order, for example for a presentation.
