I'm guessing that you're trying the "tid" export? I've asked about this before. The tid export option only puts out one tiddler. The other 3 export formats put out everything as advertised.
You might try to export as CSV. Then use Eric's CreateTiddlersFromCSV tool (tiddlytools.com) to import. Might be worth a shot.
