you can make a stylesheet tiddler like this;
Create a new tiddler and name it anything you want. If you prefix the name
with
$:/
it will not show in the sidebar Open and Recent lists, but you can find it
under the more More tab.
Tag it
$:/tags/Stylesheet
inside it you put these to try it out
.tc-titlebar {border-top:1px solid lightgrey;}
.tc-tiddler-controls {border-top:2px solid red;}
