There are colour macros available for use in style sheets.  You will find 
some details at tiddlywiki.com <http://tiddlywiki.com/#colour%20Macro>.

In summary, I think you can just include the relevant colour from the 
palette <http://tiddlywiki.com/#ColourPalettes> surrounded by double angle 
brackets, like: "<<colour page-background>>" (without the quotes).
