Sergey, If you go to http://skplugins.tiddlyspot.com/ you'll find the preliminary version of the new plugin, TabletoTiddlers, under Experimental Plugins. I've included an example data table which I've derived from the example you gave. It's not an exact match but it should give you a pretty good idea of how it works.
Note that although I've used this routine quite a bit, you should still consider it as experimental. Assume there are more bugs in it. Truth be told, that's part of why I'm letting you have it now. My hope is that you'll help me find the bugs so I can fix them or at least offer suggestions to make it better.
