It’s definitely something that should be fixed, but currently global macros
have to be explicitly enabled for use within a modal using the importvariables
widget:
<$importvariables filter="[[$:/core/ui/PageMacros]]
[all[shadows+tiddlers]tag[$:/tags/Macro]!has[draft.of]]”>
[…content of your modal…]
</$importvariables>
