The answer is simple, but probably not what you want. So you should
describe what you want to achieve, so we can provide better info than the
following.
Create a tiddler named: AboveStory and tag it $:/tags/AboveStory with
the content.
{{$:/SiteTitle}}
... done. IMO this looks ugly. So this content may be better.
<div class="tc-tiddler-frame">
{{$:/SiteTitle}}
</div>
If that's not what you want, just tell us, what you want.
