I Devin, You can use tobibeer/hash <http://tobibeer.github.io/tw5-plugins/#hash> to properly double encode titles:
\define static() http://tiddlywiki.com/static/$(encoded)$.html <$set name="encoded" filter="[[Working with TiddlyWiki]hash[]hash[]]"> <<static>> </$set> ...or to decode the same back to titles via *hash:decode[]*.
