I don't see why not but I don't think it's the server that would make it read only. I think you'd get the same tiddly Wiki on tiddly spot or updog (minus the ease of automatic saving that comes from tiddly spot). There are several threads on here and at least one plug in on how to set up a read only tiddly. I'll have a dig around when I'm at a pc.
