For the second thing in your first list you can use the after filter
operator.
Something like
<$button>SOMETHING
<$list filter='[list[$:/StoryList]after{$:/HistoryList!!current-tiddler}]'>
<$action-navigate $to=<<currentTiddler>>/>
</$list>
</$button>
should do it.
