problem
but if you are trying to overcome problem with UTC time,
then you could use plugin called Tiddlytime.

http://tiddlytime.tiddlyspot.com/

If you are in UTC+01:00 zone, then use this macro:

<<dt "YYYY0MM0DD0hh0mm0ss" "-60">>

If you are in UTC-01:00 zone, then use this macro:
<<dt "YYYY0MM0DD0hh0mm0ss" "60">>

to generate time in UTC
