I found! IE don't like fixed flocks into fixed blocks. If we make inner 
block with absolute position nothing jump. Here is my demo 
http://heeg.ru/test/heeg_posuda.html#B29 click on picture and scroll, top 
fixed menu will not jump. And here is old variant
