switches the style sheets. ... 

The TW plugin mechanism allows you to define dependencies. So you can say

edit-theme -> "dependents": ["$:/themes/tiddlywiki/snowwhite"]  ... and 
contains the changes needed for the edit mode
publish-theme -> "dependents": ["$:/themes/tiddlywiki/snowwhite"]  ... and 
contains the changes needed for publishing
