1) Create all payload tiddlers with the correct prefix $:/themes/<author>/<theme>/ 2) Package the theme/plugin. It creates a theme: $:/plugins/<author>/<theme> 3) Rename $:/plugins/<author>/<theme> to $:/themes/<author>/<theme> 4) Save & reload. Thereafter you can repackage your theme without problems.
