Dont you know any (browser) local storage that could speed this access? This is exactly what NoteSelf does. Plugins (and tiddlers) are stored on the browsers storage. When NoteSelf boots it first injects all the plugins into tiddlywiki, so tiddlywiki can boot properly with all the plugins.
