Glenn, I don't have the full answer but the Tiddlers you update that are "served" to you are written back to the server by the server, not you. If you use the file save it is you saving the file.
I have created backup folders under all my Tiddlywikis that TiddlyServer Serves, updated the settings.json to "backup" and I am not seeing it backup.
