I did create 3 videos, that show, how to save local file TiddlyWikis with windows IIS webdav <https://www.youtube.com/watch?v=tpkQhKyqPzc&list=PLuiC_HFhI4OwoVDb-B-VK0ydj-mBPNn-1>. The IIS server will be launched automatically with your system, once it is enabled and configured. IMO it's a simple and robust setup, that works out of the box on windows systems.
