Not directly an answer to your question, but may be interesting too. 

I did create 3 videos, that show, how to save local file TiddlyWikis with 
windows IIS webdav

The IIS server will be launched automatically with your system, once it is 
enabled and configured. 
IMO it's a simple and robust setup, that works out of the box on windows 
systems.
