There has being some discussion about this. There is an issue with using HTML anchors in the tiddlywiki text because of the way the tiddler is presented.
and Primacy has being given to tiddlers as the basic unit. eg if the document were broken into tiddlers you may use a Table of Contents to show the tiddlers in a hierarchy and use this to access a specific section.
