I can't give you the full answer but I expect you to learn something from the export feature.
Alternativly look for what creates and displays the import tiddler. Note because you can export a tiddler from the tiddler toolbar it will have access to current toddler but the import is in the page toolbar. Find and copy the import process, add a reference to a selected tag/or current toddler where you can get the tags.
