I think the biggest issue we have with TW plugins is #FINDABILITY. 

Your great vision of "Tool-on-demand" would require some better method for 
aggregating tools (or their addresses) into ONE place?? Right??

By way of example, one of the reasons #TinyMCE (a JavaScript #WYSIWYG 
editor) is successful is because you can BUILD-YOUR-OWN version. The main 
site enables you to generate a custom version by click-addition of 
"plugins": https://www.tinymce.com/download/custom-builds/.

*The broad idea looks like a viable model for TW too??*
