Update, 

Selecting the non visible window, from the TiddlyDesktop Icon in the Task 
Bar, Pressing Alt<space> Then M for Move and holding down the Right Key, 
allowed me to bring the window back into view.

Reopening The Wiki it is now accessible, Including after a TiddlyDesktop 
Restart.

All OK Now.
