I'm not sure what you want to do exactly but opening up that attached html 
file in a browser, selecting all and then dragging the selection into an 
open TiddlyWiki neatly gets rid of all the html header and footer and 
leaves you with a pure svg tiddler that you can use like a regular image 
tiddler.
