Adding numbers to a field in each tiddler, then display it with the tiddler in the TOC macro could work but it would be very manual. Building in dynamically allocated numbers during the list process would tolerate additions and deletions, however if you use the value of the number as a reference, because the numbers can change what they refer to. You could have a list independent from the TOC that formats it with # to get basic numbers Evans Formula Plugin also may have a lot to offer.
