In theory one could make a plugin for TW that takes a tiddler and wraps the HTML "<a mailto..." tag around it. This would generate a link that, when you click it, opens your desktop's email client (you get a dialog box confirming you actually want to do this) with the content pre-populated. I'm not skilled enough to know if/how one could do this with webmail.
