John, I had a problem along these lines at one point because of UTC vs current TimeZone
Add hh:mm to your Title of new journal tiddlers <http://127.0.0.1:8088/Instances/TiddlyWiki5.html#%24%3A%2Fconfig%2FNewJournal%2FTitle> to see if this could be the problem. If it is I will dig up the solution.
