I think the same principle may apply here that works with the edit widget 
-- you can't use the widget inside of the same tiddler where it is invoked.

So, I tried list-links-draggable inside a macro, calling it's list field, 
and, as you say, the sort order wouldn't "stick".

But, if I moved the list field into a different tiddler and referenced it, 
then it would work.
