HC, As I understand it you can import and save as single file wikis from bob but as sson as its single file you loose multiuser edit functonalty.
Tiddlyserver and tiddlydesktop (untested by me) can serve both file and folder based wikis over http but multiuser edits are an issue. There are plenty of ideas for new solutions but your usage depends on the practices you develop to use tiddlywiki. Noteself offers another solution.
