A few things. First, you can download the latest empty and then just drag the other wiki into it to import everything.
Second, you can drag the put saver tiddler from empty into the one you are trying to save. If you open the devtools in the browser and go to the network tab, what requests are shown? What is the terminal output for TiddlyServer? The backup directory may have either the escaped windiws backslash or the forward slash, it doesn't matter. I used both in the same file.
