Thanks for your input, Jed!  I agree about not seeing too many plugins in 
practice (although my own wiki is my only experience), but I think a 
standard set of practices would be nice to rally around.  I think the idea 
of a "Plugin Settings" in the control panel would be a great way to unify 
various plugins' settings, although I admit I don't see *too* many plugins 
that actually have configuration!
