Ahh, Testing is always helpful.

Just include the filter in the list of default tiddlers rather than the 
actual list eg; [tag[$:/DefaultTiddlers]] 

the startup process is treating the content of default tiddlers differently 
to other cases we see, another example of this is using default tiddlers to 
retain story order [list[$:/StoryList]] as below in settings.
