Until someone comes along with something more clever (probably 15 minutes), you could add your own buttons for additional bullet levels.
Find $:/core/ui/EditorToolbar/list-bullet and clone it. Change the name of the clone to $:/core/ui/EditorToolbar/list-bullet Change count="1" in the text to count="2" Change the description field contents to: Bullets 2 Repeat for each new button and bullet level that you want. The buttons will appear at the end of the existing set in the edit toolbar. You can tell them apart by hovering over them.
