The chmod +x solution suggested by Mark and dcastonguay is correct, to my 
knowledge there isn't a gui method for changing file permissions is osx. I 
have not found any way to consistently set the execute permission so that 
when you download the file it works without you having to set it.

And I got complaints about the name back when I tried to make it 
descriptive so I gave up and just called it Bob.
