You’ll only see it when you access the plugin library from a v5.1.18-prerelease wiki. The plugins and versions that are retrieved from the library depend on the version of TW used to access it. If you’re running v5.1.15 then you’ll be accessing the v5.1.15 snapshot of the plugin library. Just to be really clear, we don’t make any attempt to support running plugins that are later than the core. The comments plugin, for instance, is new for v5.1.18 and is not guaranteed to work on earlier versions of the core. You may find that some things work with some plugins if you mismatch versions but it is very much at your own risk, and you shouldn’t be surprised if things go wrong in subtle and unexpected ways.
