OK, I've found this plugin <https://evanbalster.com/tiddlywiki/formulas.html#Timer%20Plugin> by Evan Balster, version 0.0.1 that does exactly what I'm looking for.
That said, I'd still love to hear your ideas though, especially the background TW mechanics/limitations/other solutions to this problem.
