As far as I understand it: tags (or categories, you can use either cats or 
tags, but not both) are usually initially defined by the admin.

The application of the tags is usually by user self-selection (which can be 
forced online--i.e. "select at least one before you post").

I think they can also be applied or removed by moderators.

Our use case does need thought about *where do email users fit into this 
scenario* in a fair way.
