I think I have identified the issue.. While traveling I do not have an 
Ethernet LAN connection. I usually need to establish a Wifi connection 
after logining in to the computer. On my Windows machine  BobWin.exe and 
Tiddly Server (on a different port) load during login. Both are set to 
serve on 0.0.0.0 but there is no external IP address at the time. However I 
tend to use 127.0.0.1:port address to access the wikis, so I need not know 
the valid external IP address. TiddlyServer was working  but Bob seemed 
unhappy with being asked to server on 0.0.0.0 without a valid external IP 
Address.

Scanning my local network in this hotel I see more than myself on the local 
network so I have changed the hosting to be only 127.0.0.1

I will post this and reboot and check if the fault still exists with and 
without an External IP Address
