As described, it seems like you want something like:

<$list filter="[field:section[Academic Support Services]]">

</$list>

But that seems too simple. So perhaps an example of what kind of 
listings/outputs your are expecting would be helpful.

Looking through your handbook, it seems there is some broken stuff. I'm 
pretty sure field names should not contain characters like "<<".
