I have tiddlers each associated to an article I'm writing.

They all have a tag 'ContentItem'.

They have a tag representing the status: 'PhaseSetup', 'PhaseFreeWriting', 
'PhaseOutline', etc.

They start with 'PhaseSetup'. Then they move on to the other statuses.

If no article is in 'PhaseSetup' status — hopefully they all end up in 
'PhasePublished' status — when I create a new article I have to recreate 
the tag 'PhaseSetup' again (and change its color).

How do I prevent tags from being deleted when there are no tiddlers left 
with that tag?

Do I have to create some hidden tiddler that has that tag? I don't want 
these hidden tiddlers to show up in lists.
