Maybe you can take a look at : http://ideia.tiddlyspot.com/
where a diagram plugin is been demonstrated.

It's not a drawing pluging but an automatic diagram construction
plugin, getting nodes from tiddlers.
But it would not be very complicated to add a UI to transform it into
a drawing utility.
Then, the question of how to export UI created nodes into tiddlers
would arise.

Maybe you could use it as a starting point.
