This is in Firefox (I'm using 4.0). Haven't tested anywhere else.

The imported file is also a TW; it does appear to have the correct
encoding - both files have headers including:
meta http-equiv="Content-Type" content="text/html;charset=utf-8"

I uploaded the importED TW:

and a stripped-down version of the importING TW:

But, these only work if you download them to LOCAL files - the import
macro only looks for a local file in the same directory. If you click
"Scan refs" in the MainMenu, then test.htm is scanned for reference
footnotes (using the formatter ###AuthorDate###), then refs.htm is
imported and a table is generated matching up footnotes in test.htm
with matching tiddlers in refs.htm. The two with special characters in
them come back undefined even though these tiddlers exist in refs.htm.
The import code is the macro refList at the bottom of the tiddler
ReferencesPlugin.
